Three small components carry a lot of responsibility. Quick-release axles, such as the Vigeo Quick Release Axle Pins, hold each rear wheel in its receiver and free it at the press of a button, and large-button versions help hands with limited strength. Wheel locks, including Out-Front Composite Wheel Locks and the Quickie Compact EVO, are parking brakes that press on the tire to hold the chair during transfers. Anti-tippers are short arms with rollers behind the rear wheels that stop the chair going over backwards on slopes or during a wheelie.

You need the diameter, commonly half an inch or 12 mm, and the length measured under the head to the locking balls. Take both from the existing axle or the chair's parts list.
No. On most manual chairs they are wheel locks for holding the chair still when parked. Slowing down is done with the hands on the handrims, or with separate attendant drum brakes on some models.
