CST is a tire brand of Cheng Shin Rubber Industry Co. of Taiwan. According to Wikipedia, Cheng Shin was founded in 1967 by Luo Jye and is headquartered in Yuanlin City, Taiwan. The article says the company began as a producer of bicycle tires and later expanded into other types, including tires for motor vehicles, and that Maxxis and CST are both wholly owned subsidiaries of Cheng Shin.
The catalog lists CST under wheels, handrims and tires. Examples are the C62 20 x 1 3/8 (37-451) and C245 26 x 1 3/8 wheelchair tires, the C51 12 1/2 x 2 1/4 pneumatic tire, the C189 4.10/3.50-4 foam-filled tire and a 90/70-10 tubeless scooter tire. The C numbers are tread patterns, and the same tread can exist in several sizes. When asking for a quote, give the full size from the sidewall and say whether you need pneumatic, foam-filled or tubeless, with or without a tube.
