Slime states that this 26 x 1.375 in tube seals punctures in the tread area up to 1/8 in, or 3 mm, and gives two years of flat prevention. The sealant is described as non-toxic, non-flammable and water soluble. It is sold as a bicycle tube, so check that your wheelchair tire carries the same size marking.

No. The maker's claim covers small holes in the tread area up to 3 mm. Larger cuts and sidewall damage are outside it.
