Yes. Loosen the small lock nut on the valve tip before screwing the adapter on, or no air will pass.
Can it stay on the valve?
It can, though the valve cap will no longer fit over it.
Does it work with a compressor?
It gives the valve a Schrader shape, which is what compressor chucks fit. Add air in short bursts on narrow tires.
